Can anyone sign up for a college ID camp?

At an NCAA Division I school, yes. Its camp must be open to any and all entrants, limited only by number, age, grade level or gender (Bylaw 13.12.1.3). Each camp’s own page says which ages or graduation years it is for.

Can a college coach talk to my player about recruiting at a camp?

In Division I, not before August 1 before junior year (Bylaw 13.12.1.5.1). Before that date a coach can coach your player at the camp, but not have a recruiting conversation. Division II coaches may have in-person contact from June 15 before junior year (Bylaw 13.1.1.1).
